- BIS CRS registration for laptop, notebook, tablet is mandatory under the MeitY CRS Order, 2021 — no exemptions for size or sales volume.
- IS/IEC 62368-1:2023 is the new safety standard superseding IS 13252 (Part 1):2010 — concurrent running permitted until 01 November 2028.
- From 25 February 2026, your CRS Scheme-II license is now valid for 5 years, with annual fee payment — a major compliance relief for manufacturers and importers.
- Foreign laptop brands must appoint an Authorized Indian Representative (AIR) before applying — no direct foreign registration is permitted.
What Is BIS CRS Registration for Laptop, Notebook, Tablet?
BIS CRS registration for laptops, notebooks, and tablets is compulsory under India's MeitY Electronics and Information Technology Goods (Requirement for Compulsory Registration) Order, 2021. These products must comply with IS 13252 (Part 1):2010, now being superseded by IS/IEC 62368-1:2023 with a concurrent running deadline of 01 November 2028.
As of 25 February 2026, CRS Scheme-II licenses are valid for five years under the amended BIS (Conformity Assessment) Regulations, 2018. Manufacturers and importers must get products tested at BIS-recognized labs, apply via the BIS portal, and display the CRS mark and R-number on every unit sold in India.
Under this scheme, no laptop, notebook, or tablet can be legally manufactured for sale, imported, distributed, or sold in India without first obtaining a valid BIS CRS certificate bearing a unique registration number (R-number). This R-number must be visibly displayed on every product unit, its packaging, and accompanying documentation.
For laptops, notebooks, and tablets, the applicable standard is currently IS 13252 (Part 1):2010, which is now being transitioned to IS/IEC 62368-1:2023 per the October 2025 MeitY notification and March 2026 BIS implementation guidelines.

2026 Regulatory Updates — What Has Changed?
IS/IEC 62368-1:2023 Notified as New Safety Standard (October 2025)
MeitY issued Notification S.O. 4997(E) on 29 October 2025 formally notifying IS/IEC 62368-1:2023 — Audio/Video, Information and Communication Technology Equipment — Part 1: Safety Requirements — as the new applicable standard for laptops, notebooks, and tablets. This supersedes IS 13252 (Part 1):2010, which has been the CRS standard for this product category since the scheme's inception.
BIS followed up with detailed Implementation Guidelines (Reference: Reg/IS/IEC 62368-1:2023/Guidelines/01) issued on 09 March 2026, providing a structured migration roadmap for existing licensees, new applicants, and those seeking changes in scope of license.
| IS/IEC 62368-1:2023 — Key Transition Milestones |
| 29 October 2025 — MeitY notified IS/IEC 62368-1:2023 via S.O. 4997(E) dated 29 October 2025 |
| 09 March 2026 — BIS issued detailed Implementation Guidelines (Ref: Reg/IS/IEC 62368-1:2023/Guidelines/01) |
| 01 November 2028 — Last date of concurrent running; IS 13252 (Part 1):2010 stands withdrawn after this date |
| Post 01 November 2028 — No new licences or renewals under IS 13252 (Part 1):2010 will be permitted |
CRS Scheme-II License Validity Extended to 5 Years (25 February 2026)
Pursuant to the amendment dated 25 February 2026 to the BIS (Conformity Assessment) Regulations, 2018, the license validity and fee provisions for Scheme-II CRS licenses — which cover laptops, notebooks, and tablets — have been substantially revised. This is the most operationally significant change for manufacturers and importers in several years.
| BIS CRS Scheme-II Licence Validity — Before vs. After February 2026 |
| BEFORE (Pre-25 February 2026): CRS Scheme-II licence was valid for 1 year, requiring full renewal annually |
| NOW (From 25 February 2026): Licence granted initially for FIVE (5) years from date of grant |
| RENEWAL: Renewal is also for a further period of 5 years |
| FEE PAYMENT: Annual fee still payable in advance each year by the prescribed due date |
| PRODUCTION DETAILS: Must be submitted annually along with fee payment |
| NON-PAYMENT: Failure to pay fees / submit production details triggers suspension / cancellation provisions under BIS CA Regulations 2018 |
| ADVISORY: BIS has advised all applicants and licensees to ensure timely annual fee payment and production detail submission |
In practical terms, this change means a laptop or notebook manufacturer or importer who obtains a CRS licence today will hold it for five years without needing a formal renewal application. However, they must still pay the annual fee in advance and submit production details each year — failing to do so can result in the licence being suspended or cancelled.
Who Needs BIS CRS Registration for Laptops, Notebooks & Tablets?
Domestic Manufacturers
- Any Indian company, firm, or individual manufacturing laptops, notebooks, or tablets for sale in the Indian market must hold a valid BIS CRS registration.
- OEM and ODM manufacturers producing finished devices for third-party brands operating in India are equally covered.
- Startups, MSMEs, and small-scale manufacturers — there are no exemptions based on company size, turnover, or production volume.
- Units manufacturing branded or unbranded (whitebox) laptops and tablets for the Indian retail or institutional market.
Foreign Manufacturers and Importers
- Foreign laptop and tablet brands (e.g., those manufacturing in China, Taiwan, Vietnam, or elsewhere) who export to India must register each model under an Authorized Indian Representative (AIR).
- Indian importers sourcing notebooks and tablets from overseas must ensure the products carry a valid CRS registration before customs clearance.
- E-commerce sellers and resellers listing laptop or tablet products on Indian platforms are obligated to sell only CRS-registered units.
- Grey market imports, parallel imports, and refurbished products without valid BIS CRS registration are illegal and subject to seizure.
Exemptions (Strictly Limited)
| Who Is Exempt — and What That Means |
| Products manufactured solely for export and not sold in India |
| Prototype / R&D units not offered for sale — supported by documentary evidence |
| Products specifically exempted in writing by MeitY or BIS (rare, product-specific) |
| IMPORTANT: No blanket exemption exists for small businesses, startups, educational institutions, or low-volume importers |
| Gifted, donated, or personally imported laptops for personal use occupy a grey area — consult a regulatory expert |
Applicable Standards — Laptops, Notebooks & Tablets (2026)
Getting the standard right is the foundation of your BIS CRS registration. Here is the complete standards picture for laptops, notebooks, and tablets as of 2026:
| Standard | Description | Status in 2026 |

BIS CRS Registration Process for Laptops & Notebooks — Step by Step (2026)
The BIS CRS registration process for laptops, notebooks, and tablets follows a defined sequence. Here is the complete step-by-step process as applicable in 2026:
| Step | Stage | What Happens |
| 1 | Scope Confirmation | Confirm your product (laptop/notebook/tablet model) falls under the CRS Order. Identify the applicable standard: IS 13252 (Part 1):2010 or IS/IEC 62368-1:2023 (strongly recommended for 2026 applications). |
| 2 | AIR Appointment (Foreign) | Foreign manufacturers must first formally appoint an Authorised Indian Representative (AIR) registered in India. Execute the appointment letter on company letterhead — this is a prerequisite for portal registration. |
| 3 | Sample Preparation | Prepare representative product samples (lead models) matching production specifications. Samples must be physically submitted to the BIS-recognised testing laboratory. |
| 4 | BIS-Recognised Lab Testing | Test samples at a NABL-accredited, BIS-recognised laboratory under IS 13252 (Part 1):2010 or IS/IEC 62368-1:2023 scope. Obtain the official test report issued by the lab. |
| 5 | BIS Portal Registration | Register on the BIS CRS portal (www.bis.gov.in) as a manufacturer or importer. Foreign applicants register as AIR. Create your applicant profile and product details. |
| 6 | Application Filing | Submit the online application with complete documentation: test reports, Declaration of Conformity (DoC), product photographs, technical specifications, factory/importer details, and applicable fees. |
| 7 | BIS Review and Scrutiny | BIS Registration Department scrutinises the application. May raise queries requesting additional information. For domestic manufacturers, a factory inspection may be scheduled. |
| 8 | Factory Inspection (if applicable) | BIS officers may visit the manufacturing facility to verify production setup, quality systems, and compliance with BIS conditions. Applicable primarily for domestic manufacturers. |
| 9 | Licence Grant | On successful review, BIS grants the CRS licence. The R-number (registration number) is issued digitally. Licence validity: 5 years (post February 2026 amendment). |
| 10 | Marking and Deployment | Affix the BIS Standard Mark and R-number on product, packaging, and user documentation. Commence legal sale and distribution in India. |
| 11 | Annual Compliance | Pay annual fees in advance each year and submit production details by the due date. Set reminders — non-compliance triggers suspension. |
| 12 | Standard Migration | Existing IS 13252 (Pt 1):2010 licensees: ensure IS/IEC 62368-1:2023 compliance for all models by 01 November 2028 via fresh test reports and undertaking submission through BIS portal. |

Fees for BIS CRS Registration — Laptops, Notebooks & Tablets (2026)
BIS CRS registration fees are prescribed under the BIS (Conformity Assessment) Regulations, 2018, and are payable at different stages. As of the February 2026 amendment, the licence is valid for five years but fees continue to be paid on an annual basis in advance.
| BIS CRS Fee Structure — Indicative Overview (2026) |
| Application Processing Fee: Non-refundable fee payable at the time of filing the CRS application |
| Annual Licence Fee: Payable each year in advance for the duration of the 5-year licence period |
| Renewal Fee: Applicable at the expiry of the 5-year licence when renewing for a further 5-year period |
| Lab Testing Charges: Separate from BIS fees — paid directly to the BIS-recognized laboratory; varies by product complexity and lab rates |
| Foreign Manufacturer / AIR Fee: A higher fee structure applies to overseas manufacturers registering through an AIR |
| Change in Scope Fee: Payable when adding new models or product variants to an existing licence scope |
| IMPORTANT: Exact fee amounts are notified in the BIS (Conformity Assessment) Regulations, 2018 as amended. Always verify current fees at www.bis.gov.in or contact BIS Registration Department before filing. |
Failure to pay annual fees along with production details by the due date prescribed by BIS triggers the suspension and/or cancellation provisions under the BIS (Conformity Assessment) Regulations, 2018 as amended. Setting up a reliable annual reminder system is essential for every CRS licensee.
License Validity and Renewal — Post February 2026 Update
5-Year Validity: Key Details
As per the BIS (Conformity Assessment) Regulations, 2018 amendment effective 25 February 2026, the CRS Scheme-II license for laptops, notebooks, and tablets is now valid for five years from the date of grant. The renewal is similarly granted for further five-year periods. However, the license does not operate automatically — annual fee payment and production detail submission remain mandatory each year.
| Licence Aspect | Details (Post 25 February 2026 Amendment) |
| Initial Licence Validity | Five (5) years from date of grant |
| Renewal Period | Five (5) years per renewal cycle |
| Annual Fee Payment | Payable in advance each year by BIS-prescribed due date |
| Annual Production Details | Must be submitted along with annual fee — no exceptions |
| Non-Payment / Non-Submission Consequences | Suspension, deferment, or cancellation/expiry of licence under BIS CA Regulations 2018 as amended |
| Standard Compliance (IS/IEC 62368-1:2023) | Existing licensees must comply by 01 November 2028 regardless of licence validity period |
| Post-Deadline Non-Compliance | BIS may initiate cancellation of licence or deletion of non-compliant models from licence scope |
| Marking After Renewal | R-number remains the same post-renewal; BIS issues updated confirmation letter |
IS/IEC 62368-1:2023 Migration — Action Plan for Laptop Manufacturers & Importers
For Existing IS 13252 (Part 1):2010 Licensees
If you currently hold a BIS CRS license for laptops, notebooks, or tablets under IS 13252 (Part 1):2010, the following steps are required before 01 November 2028 per the BIS March 2026 Guidelines:
- Identify all lead models in your current license scope that were tested under IS 13252 (Part 1):2010.
- Arrange fresh testing of each lead model at a BIS-recognized laboratory under IS/IEC 62368-1:2023. Ensure the lab holds BIS recognition specifically under the IS/IEC 62368-1:2023 scope.
- Obtain complete test reports issued by the BIS-recognized lab under IS/IEC 62368-1:2023 for all lead models.
- Log in to your BIS portal account and submit the test reports through the 'Standard Revision / Amendment / Essential Requirement' provision.
- Submit an undertaking confirming that IS/IEC 62368-1:2023 has been implemented in all series models within your license scope — per the BIS March 2026 guidelines, refer to MeitY's revised series guidelines for technical details.
- If IS/IEC 62368-1:2023 compliance has no impact on other co-applicable standards (not applicable for the core laptops/notebooks category which does not have a co-applicable standard), submit a signed declaration.
- BIS will issue a letter confirming all models for which IS/IEC 62368-1:2023 compliance has been successfully established.
- Failure to complete migration by 01 November 2028 may result in cancellation of license or deletion of non-migrated models from the license scope.
For New Applicants in 2026
- Apply under IS/IEC 62368-1:2023 — this is the recommended path for all 2026 applications and eliminates the migration burden later.
- Alternatively, apply under IS 13252 (Part 1):2010 during the concurrent running period, but you must submit a mandatory declaration to implement IS/IEC 62368-1:2023 before 01 November 2028.
- After 01 November 2028, BIS will not accept new applications or process change-in-scope requests under IS 13252 (Part 1):2010.
Labelling and Marking Requirements for CRS-Registered Laptops
Once your BIS CRS registration is granted, every unit sold in India must carry the prescribed marks and information. Selling registered products without proper labelling is itself a compliance violation.
- BIS Standard Mark (BIS logo with IS mark) — must be affixed on the product body and packaging.
- CRS Registration Number (R-number) — must appear on product label, packaging, and product documentation.
- Applicable Indian Standard number — IS 13252 (Part 1):2010 or IS/IEC 62368-1:2023 as applicable.
- Manufacturer's or Importer's name and address — for imported products, the AIR's India address must appear on the label.
- Country of origin.
- Date of manufacture, batch number, or lot number as applicable.
- Model name and model number matching the registered CRS model exactly.
- BIS has the right to conduct market surveillance — labels on products in the market are checked against the BIS CRS database.
BIS CRS Registration Timeline — Realistic Expectations
The total time to obtain BIS CRS registration for laptops and notebooks depends on lab availability, documentation completeness, and BIS processing workload. Here is a realistic indicative timeline for 2026:
| Stage | Indicative Duration |
| Sample preparation and dispatch to lab | 3–7 days |
| Lab testing under IS 13252 (Pt 1):2010 or IS/IEC 62368-1:2023 | 4–8 weeks (varies by lab and product complexity) |
| Test report issuance by lab | 1–2 weeks after completion of testing |
| Portal registration and document assembly | 2–5 days |
| BIS application scrutiny and review | 2–6 weeks |
| Factory inspection (domestic manufacturers, if scheduled) | Additional 2–4 weeks if BIS schedules inspection |
| Licence grant and R-number issuance | 1–2 weeks after BIS approval |
| Total (first-time applicant, no queries raised) | Approximately 10–16 weeks (2.5 to 4 months) |
Working with an experienced BIS CRS consultant from the outset — especially for lab selection, AIR documentation, and portal filing — can measurably reduce delays and query cycles.
Conclusion
BIS CRS registration for laptops, notebooks, and tablets involves navigating technical standard requirements, selecting the right BIS-recognized laboratory, managing the AIR appointment process for foreign brands, filing applications on the BIS portal, and now planning the IS/IEC 62368-1:2023 migration well before the 01 November 2028 deadline. Frequently Asked Questions
Is BIS CRS registration mandatory for all laptops and notebooks sold in India?
Yes. Laptops, notebooks, and tablets are listed under Schedule I of the MeitY Electronics and IT Goods CRS Order, 2021. Every unit sold, imported, or distributed in India must carry a valid BIS CRS registration. There are no exemptions based on brand size, sales volume, or price point.
What is the applicable safety standard for BIS CRS registration of laptops and notebooks in 2026?
S 13252 (Part 1):2010 is currently applicable and remains valid during the concurrent running period until 01 November 2028. IS/IEC 62368-1:2023, notified by MeitY on 29 October 2025, is the new standard and will become the sole requirement after 01 November 2028. We recommend applying under IS/IEC 62368-1:2023 for all new applications filed in 2026.
How long is the BIS CRS license valid for laptops and notebooks in 2026?
As per the BIS (Conformity Assessment) Regulations, 2018 amendment effective 25 February 2026, the CRS Scheme-II licence is valid for five years from the date of grant. Previously it was one year. Renewal is for further periods of five years. Annual fees must still be paid in advance each year.
Can a foreign laptop brand get BIS CRS registration in India?
Yes. A foreign manufacturer must appoint an Authorized Indian Representative (AIR) — a person or entity registered in India. The AIR applies for CRS registration on behalf of the foreign brand. The R-number is issued in the AIR's name and covers the specified foreign manufacturer's models.
What is the deadline to migrate from IS 13252 (Part 1):2010 to IS/IEC 62368-1:2023?
The concurrent running deadline is 01 November 2028. After this date, IS 13252 (Part 1):2010 will be formally withdrawn. Existing licensees must submit fresh test reports under IS/IEC 62368-1:2023 and an undertaking for series models before this date. BIS may cancel licenses of non-migrated models after the deadline.
What happens if I miss the annual fee payment for my CRS laptop license?
Non-payment of annual fees along with production details by the prescribed due date triggers suspension and/or cancellation/expiry provisions under the BIS (Conformity Assessment) Regulations, 2018. Once suspended, you cannot legally sell the registered product until the license is reinstated. Annual fee payment must never be missed.
Which labs can test laptops for BIS CRS registration?
Only BIS-recognized laboratories with the relevant scope — IS 13252 (Part 1):2010 or IS/IEC 62368-1:2023 for IT equipment — are accepted. The updated list of BIS-recognized labs is available on www.bis.gov.in. Always verify the specific scope of recognition before sending your samples.
Can I register multiple laptop models under one BIS CRS license?
Yes. A lead model is the primary registered model. Series models that are variants of the lead model can be covered under the same license scope through the series model provision, subject to BIS guidelines on what constitutes a permissible series variant. Each additional model or variant requires appropriate documentation.
Is BIS CRS registration required for refurbished or second-hand laptops imported into India?
Yes. Refurbished and second-hand laptops imported for resale in India are subject to the same CRS registration requirements as new products. Personal-use imports for individual consumers are in a grey area — regulatory guidance should be sought. Commercial imports of refurbished units without CRS registration are illegal.
Can I start selling my laptop in India while the BIS CRS application is being processed?
No. Sales, distribution, and import for commercial purposes require a valid CRS license before the product enters the Indian market. Selling during the application phase — even with a pending application — is a violation of the CRS Order and the BIS Act, 2016.
Do Wi-Fi or Bluetooth-enabled laptops need any additional certification besides BIS CRS?
Yes. Wireless-enabled laptops and tablets require WPC/TEC type approval for their wireless modules separately from BIS CRS registration. These are parallel compliance requirements — BIS CRS covers product safety, while WPC/TEC covers the use of radio spectrum. Both must be in place before the product can be legally sold in India.
