- BIS amended the CRS license validity to 5 years (with annual fee payment) under Scheme-II, effective 25 February 2026.
- Non-compliance attracts penalties under the BIS Act, 2016, including product seizure at ports and cancellation of the BIS license.
What is BIS CRS Registration for Road and Street Lighting Luminaires?
BIS CRS (Compulsory Registration Scheme) certification is a legal requirement for all LED Road and Street Lighting Luminaires sold or imported in India. The applicable standard is IS 10322 (Part 5/Sec 3), now revised to the 2026 version. Both manufacturers and importers must hold a valid BIS CRS license before their products can enter the Indian market. The revised standard introduces updated marking requirements and alignment with IS 10322 (Part 1):2026. The transition deadline is 02 August 2026. As of 25 February 2026, BIS CRS licenses are now granted for an initial period of 5 years with annual fee payments.
The Bureau of Indian Standards (BIS) enforces the Compulsory Registration Scheme (CRS) under the BIS Act, 2016. Under this scheme, LED Road and Street Lighting Luminaires cannot be manufactured for sale, imported, stored for sale, or distributed in India without a valid BIS CRS registration. This rule applies regardless of whether the product is made domestically or brought in from overseas.
Street lighting is one of the highest-volume LED luminaire categories in India, driven by large-scale Smart City projects, National Highway Authority of India (NHAI) projects, state PWD tenders, and municipal corporation contracts. The mandatory BIS CRS certification ensures that every LED street light deployed in public infrastructure meets minimum electrical safety, photometric performance, and marking standards — protecting both public safety and government investment.

Frequently Asked Questions
Is BIS CRS registration mandatory for all LED street lights sold in India?
Yes, absolutely. All LED Luminaires for Road and Street Lighting are notified under the Compulsory Registration Order (CRO). No LED street light — whether manufactured in India or imported — can be legally sold, stored for sale, or imported without a valid BIS CRS license under IS 10322 (Part 5/Sec 3).
Can I participate in government (Smart City / NHAI / PWD) tenders without BIS CRS certification?
No. Government procurement guidelines specifically require BIS CRS certified LED street lights. Tenders under Smart City Mission, NHAI, State PWDs, and municipal corporations mandate BIS certification as an eligibility criterion.
I am importing LED street lights from China. Do I need a BIS CRS license?
Yes. If you are importing LED street lights into India, either you or the Chinese manufacturer must hold a BIS CRS licence for those specific products. Typically, the Chinese manufacturer applies for BIS CRS through an Authorised Indian Representative (AIR) based in India.
What is an Authorized Indian Representative (AIR) and do foreign manufacturers need one?
An AIR is an Indian-registered company or individual that represents a foreign manufacturer in all BIS CRS-related matters in India. Foreign manufacturers cannot apply for BIS CRS directly — they must do so through an AIR. The AIR signs the application, is responsible for compliance, and is liable under the BIS Act for any violations.
What changed in IS 10322 (Part 5/Sec 3):2026 compared to the 2012 version?
The 2026 revision brings in changes from the updated base standard IS 10322 (Part 1):2026 — including IPX9, EMF safety requirements, PELV, updated marking requirements, and photobiological safety extensions. For the street lighting section specifically, additional marking requirements have been introduced and all references to IS 10322 (Part 1) have been updated.
How long will the BIS CRS registration process take for LED street lights?
Typically 60 to 90 days from start to finish. Laboratory testing for large outdoor street light luminaires can take 20–45 days due to thermal, photometric, IP, and electrical safety tests. BIS application processing adds another 15–30 days.
My BIS CRS license is under IS 10322 (Part 5/Sec 3):2012. What do I need to do before 02 August 2026?
You must get your lead model(s) re-tested under IS 10322 (Part 5/Sec 3):2026 and submit the new test reports to BIS. You must also provide an undertaking that all series models in your license scope comply with the revised standard. All of this must be completed before 02 August 2026.
How long is the BIS CRS license valid and when do I need to pay fees?
As per the BIS amendment dated 25 February 2026, the CRS licence under Scheme-II is now valid for 5 years initially and can be renewed for further 5-year periods. However, annual fees must be paid every year in advance by the prescribed due date.
Can a single BIS CRS license cover multiple wattages of LED street lights?
Yes. A BIS CRS licence can cover multiple models and wattage variants of LED road and street lighting luminaires. A lead model (typically the highest or most representative wattage in a family) is fully tested, and series models with similar construction are covered under the same licence with an undertaking of compliance.
What happens if I import LED street lights and they are held up at customs because of no BIS certificate?
If your consignment lacks a valid BIS CRS certificate or if the certificate on the product does not match the registered details, customs may detain the shipment. You may be given an opportunity to submit documents, but if compliance cannot be established, the goods may need to be re-exported or destroyed.
